To start a tour business in Sri Lanka, register the business, then apply to the Sri Lanka Tourism Development Authority (SLTDA) as a travel agency. You need minimum capital, a bank guarantee in SLTDA's name, qualified staff and a website with specific information. After a provisional period and inspection, SLTDA grants formal registration.

Staff and guides
You need staff with experience in transport, accommodation, reservations and travel information, and any tourist guides you use must be SLTDA-licensed. Adventure activities should be outsourced to approved specialist providers.
Your website must meet SLTDA rules
SLTDA expects a website with your tours, general tourist information, terms and conditions, full contact details, emergency contacts and the Sri Lanka Tourism promotional banner. Plan your website early, because it is part of the application.
The registration process
- Apply online and upload your documents.
- Pay the provisional fee and submit certified hard copies.
- Receive a six-month provisional certificate.
- SLTDA inspects during this period.
- Submit your performance evaluation with three or six months of business income.
- Pay the formal registration fee and receive formal registration.
SLTDA's document lists provisional and formal registration fees; confirm the current amounts with SLTDA, as the published figures and taxes change. Registered agencies also pay the annual Tourism Development Levy.
Winning your first clients
- Pick a niche: wildlife and birding, Ayurveda, surf, family trips, honeymoons, or a language market such as German, French or Italian travellers.
- Build trust online: real photos from your tours, driver and guide profiles, clear inclusions and honest prices.
- Be found on Google: write guides that travellers search, like "7-day Sri Lanka itinerary" or "best time to visit Yala", and set up your Google Business Profile.
- Partner with overseas agents who send groups, and with guesthouses that recommend you.
- Answer every enquiry fast, across time zones. Travellers usually request quotes from several companies at once.
Turn enquiries into bookings
Send a clear itinerary with a day-by-day plan, a map, photos, what is included and a price, within hours, not days. Follow up politely. Ask happy guests for reviews on Google and TripAdvisor.
